China's Animation Cluster: Spontaneous Order and the Rules of Government-Business Game

Abstract
Inherent behind the process of formation and development of animation clusters are sets of rules specific to the characteristics of animation industry and the factor endowment structure of different localities. Spontaneous order emerges from these conditions while effective governance and institutional designs provide norms, incentives and imperative to the emergence of clusters. The research is based on the study of animation parks in China and aims to provide a comparative insight into China's governance and regulation on animation and creative industries. Practical issues and recommendations are discussed to shed light on the process of the design and economic planning for animation clusters in China.
