Abstract

The process of East and Central East European Enlargement embodies contradictory kinds of legitimacy flowing respectively from the expectations of the distinctive actors involved. It also contains a strong element of conditionality springing from the arrangements of the pre-accession strategy, which represents the Community's expectations from its potential members. This article first observes the element of conditionality as it applies to the Central and East European Countries (CEECs) having the status of Community partners under the so-called Association Agreements. It then examines the element of conditionality as it applies to the CEECs, following their transition from Community partners to EU candidate states in the road of becoming fully fledged Members.
