Abstract

This paper examines the effectiveness of the National Council on Economic Education's Cooperative Education Exchange Program (CEEP) by evaluating teacher and student learning. This study employs a randomization of teachers across treatment and control groups at two separate stages of the research design. We find that participation in the workshop delivered by native Russian trainers improved teachers' pre-course TEL scores by approximately ten percent, holding all else constant. After controlling for students dropping out of the sample, we also find that student economic literacy was significantly higher for students taught by teachers trained through the program, ceteris paribus. When the impacts of the workshop are further examined, we find that pedagogy and materials have a significant impact on student learning.
