Abstract
The excess of norms, regulations, and procedures prevents the realization of an efficient control, and that is why it is necessary to find an optimum balance for the purposes of establishing these norms. Thus, there are situations when precise, clear, strict rules, namely a thorough control, are imperative, but there are also situations when the control should be less restrictive in order to enable the realization of the strategic objectives of the entities. The way these rules are established is influenced partly by the management style and by the capabilities of the hierarchical bodies of delegating responsibilities, and partly by the level of development and culture of the organizations. In this context, communication and monitoring become extremely important.
