Abstract

The paper presents a theoretical analysis of the secondary costs and missed benefits of tourism, as well as the possibilities for their measurement. The measurement of the secondary costs is discussed for separable and inseparable resources/public goods. We prove that the missed benefits of tourism cannot be measured. The methodology is applied to the region of Varna and Bulgaria for the period 1998-2001. The results are compared with the same statistics for the Balearics and Spain. The conclusion is that the secondary costs of tourism development in Bulgaria are lower than in Spain.
