Abstract
The paper presents the grounds for a creation of a legitimate international regime to govern the World Wide Web. It derives from the propositions and experiences of the WSIS and the WGIG. The controversies surrounding ICANN are thoroughly discussed and the most urging problems of international law, emanating from its mandate, are presented.
