Abstract

Over the last two decades it has been recognized that human resource management should be a strategic partner with management because HRM can help organizations achieve their strategic and organizational goals (Daley, 2006; Pynes, 2003; Down et al., 1997). Strategic human resource management (SHRM) has begun to be recognized as an important role for HR departments. Is this trend truly taking root in government organizations? Many governments have been slow to moving to the new model. This paper looks at the extent SHRM has taken root in municipal government in North Carolina.
