Abstract

Public services represent useful activities designated to meet a social need. Laws and regulations empower public service activities without indicating the motives for these services. The diversity of social requirements necessitates making a distinction between public services and services of public interest. For a public service, there should be a public authority in charge of its organization. Organization means the following:determining the rules of organization, assignment, the right to exploit, and the control on conditions for exercising this right.
