Abstract

On the Political Economy of the Capital City Vote. The German parliament´s vote on where the capital should be could have turned out differently if other preference aggregation procedures had been used. However it is also clear that all of the voting procedures which would have produced a result in favour of Bonn or the consensus resolution demonstrate such serious disadvantages that they would generally have been unworkable in terms of political practice and are unsuited for the decision-making problem under discussion here.
