Abstract

Under the Lisbon Treaty on the Functioning of the European Union, national parliaments no longer ratify international trade agreements, such as those relating to intellectual property enforcement. Instead, the European Union has exclusive competence and the European Parliament in particular has significant new powers to influence provisions in trade agreements on intellectual property enforcement.
