Abstract

We studied the empirical relationship between sociodemographic variables and poverty based on the 2002 census data using the regression model, inspired by the life cycle model in which the dependent variable is a composite index of living conditions based on the lodging characteristics and living conditions of ordinary households. The analysis of the results highlights the differential effect of sociodemographic and community variables by geographic stratum and suggests social policies varying according to the department and the commune. Policy simulations show that a reduction of 50% in the proportion of the population without any access to clean water (MDG hypothesis) leads to a decline in the incidence of poverty by 21.5% in targeted districts as opposed to 27% in the non targeted districts. With respect to human capital, education policies, will not allow the achievement of the millennium development goal (MDG) of universal primary education by 2015.
