Why Does the International Monetary Fund Govern Romania?

Abstract

The article presents the main historical and structural elements of the International Monetary Fund by analyzing the relationship between this and Romania, both before the anticommunist revolution from December 1989 as well as after. There are emphasized the main functions and the mission of IMF in the context of the relationship among the member countries.

Regarding the relationship between International Monetary Fund – Romania, the article stresses the fact that in many cases the imperative reforms for economic and social development have not naturally been applied, as an effect of some national or local coherent public strategies and policies, but they have mostly been the result of some pressures coming from international bodies (among which the European Commission and IMF). The monitoring reports of the IMF repeatedly emphasize the pro cyclic character of the public intervention in Romania, the reduced administrative capability and the existence of several macro structural major imbalances.
