Abstract

Many governments and private insurers provide investment guarantees and political risk insurance. This paper: provides internationally comparable information on the institutional features and policy practices of public investment guarantee programs; reviews the institutional features of the public and private segments of the political risk insurance market; and identifies issues of potential relevance for the investment policy community. For public political risk insurance providers, international comparative information provided in the paper covers: mission statements, legal status and governance, disclosure practices, project assessment criteria, business conduct norms, as well as monitoring of contract compliance by insured investors and of environmental and social impacts in host countries. The paper also looks at private insurers’ product lines and practices and analyses the competitive positioning of public versus private guarantee and insurance services. Public insurers’ management of relations with host governments is also examined. .
