Abstract
The banking system is currently experiencing an unprecedented phase of regulatory transition in order to address persistent market failures. This paper documents the need for better regulation in Irish banking and presents a framework that incorporates the competitiveness, efficiency and stability of the banking system. It explores the potential application of the regulation impact assessment technique and proposes the adoption of a comprehensive planning, impact analysis, enforcement and reviewing model to aid in the development and management of a robust and balanced regulatory environment.
