Abstract

In “From Policy to Reality: Maximizing Urban Water Conservation in Texas”, author Amy Hardberger explains the need for more efficient water use in urban areas. By analyzing the effectiveness of municipal use plans, she is able to make recommendations for more efficient water planning in the future. Hardberger discusses the benefits, strategies and legal requirements for efficient water planning in Texas. Next, she describes two conservation strategies – pricing and non-pricing. Hardberger then focuses on eighteen specific municipal conservation plans that range from the most progressive to the least progressive. She also evaluates the water pricing and non-pricing plans for several municipalities. Finally, Hardberger reminds the reader that it will take the full participation and support of Texas residents and businesses to conserve water at needed levels.
