Abstract

Technology, information and economy are evolving very fast. The way governments, businesses and individuals operate should change in order to avoid threats and capitalize on opportunities. The decreasing cost of basic ICTs infrastructure and services coupled with the increasing ubiquity means that communities can produce collaboratively, disseminate and exploit their own digital content. However, this does not become truly democratic until the barriers to ICTs ubiquity for every citizen have been overcome. This requires policy to promote ICTs literacy as a life skill and ensure that access is available to all who want it. No two communities are the same and the g-work model presented in this paper can act as a road map, assisting less favored communities to identify their own way to becoming effective users of ICTs. Simultaneously, this model can guide policy makers to recognize the appropriate ICTs implementation path within a community. Developing economies, according to our analysis, must g-work in order to benefit a ICTs-based development. The current paper argues that finding optimal solutions for local development is an interdisciplinary issue and involves computer and information sciences working together to economic and social sciences. In other words, how infowatts can be useful to everybody. G-work analytical framework is designed to be a systematic and bi-directional (technology-society) way for ICTs exploitation in everyday life. -------------------------------------------------------------------------------------------------------------------------------------------- Η εισαγωγή του World Wide Web στις αρχές της δεκαετίας του 1990 και η απρόσμενη εξέλιξή του στο μεγαλύτερο αποκεντρωμένο πληροφοριακό σύστημα της ανθρωπότητας άλλαξε τη διάσταση του χρόνου και του χώρου, το χάρτη των ευκαιριών για κοινωνική καiπροσωπική ανάπτυξη. Στο σημερινό κόσμο κυριαρχούν πλέον τα ψηφιακά αγαθά, που σε αντίθεση με τα παραδοσιακά αγαθά είναι πολλαπλής χρήσης, υπερτοπικά, απείρως διασταλτικά, αδιαίρετα, άυλα και ανασυνθέσιμα. Οι συγκεκριμένες ιδιότητες σε συνδυασμό με τις Τεχνολογίες Πληροφορικής και Επικοινωνίας (ΤΠΕ) δημιούργησαν ένα νέο περιβάλλον εργασίας, αποφάσεων και κοινωνικής δράσης.

Από την άλλη πλευρά, οι απομονωμένες και μειονεκτικές περιοχές συνεχίζουν να αντιμετωπίζουν βασικά οικονομικά και κοινωνικά προβλήματα, καθώς η ψαλίδα των περιφερειακών ανισοτήτων δεν φαίνεται να κλείνει παρά τις σημαντικές προσπάθειες των κεντρικών σχεδιαστών.

Με το παρόν κείμενο επιχειρούμε να δούμε με φρέσκο μάτι τις νέες ευκαιρίες που ανοίγουν οι ΤΠΕ στην ανάπτυξη απομονωμένων και μειονεκτικών περιοχών. Σε αντίθεση, με τη συντριπτική πλειοψηφία των πολιτικών και επιχειρησιακών κειμένων περί την ανάπτυξη μέσω των ΤΠΕ, τα οποία αρκούνται σε γενικόλογες αρχές, διαπιστώσεις και ευχολόγια, αναλύουμε ένα πλαίσιο τεχνολογιών, μέτρων και πολιτικών για την περιφερειακή ανάπτυξη με βάση τις νέες τεχνολογίες του Web. Ο βασικός στόχος, επομένως, της διατριβής είναι να αποτελέσει στοιχείο της σχεδιαζόμενης εθνικής αναπτυξιακής στρατηγικής για τα έτη 2013‐2017, όπως άλλωστε αποτέλεσαν τα σχετικά κείμενα του συγγραφέα για το επιχειρησιακό πρόγραμμα «Ψηφιακή Σύγκλιση 2007‐2013».
