Abstract

In this piece, the author reviews and critically assesses two recent works dealing with the laws governing both international responsibility and state responsibility, respectively edited and authored by Maurizio Ragazzi and Santiago Villalpando. Ultimately, this contribution attempts to identify points of rapprochement between both studies while placing particular analytical emphasis on the notion of coercion, the divide between primary and secondary norms under the law of state responsibility, and the Security Council’s role in combating transnational terrorism.
