Abstract

Relations with Ukraine need not involve a zero-sum game between the United States and Russia. What the U.S. and West European governments need to learn from the latest election is that Ukrainians simply do not wish to join the West at the expense of a good relationship with Russia, and that such a posture is entirely consistent with both democratic politics and Ukrainian sovereignty.
