Abstract

In the early 2000s, generations of population decline had left New Orleans with a glut of properties that became abandoned or vacant. The arrival of Hurricane Katrina, and the devastation that accompanied it, magnified exponentially the challenges facing New Orleans, which included post-Kelo constitutional amendments that created unanticipated restrictions. This article examines the serious land use challenges faced by pre-Katrina New Orleans.
