Abstract

This paper was solicited by the House of Lords, European Union Committee, as evidence in a report on the proposed EU Consumer Rights Directive. The paper explains how consumer laws in the fifty states of the U.S. are not harmonized, and that national efforts to create uniform consumer laws in the U.S. have generally not been successful over the years. Experimentation among the states has created a diverse array of consumer protection programs, and interstate economic activity has not suffered as a consequence.
