Abstract

This discussion document estimates the contribution of the public sector, business and households in the financing of total health expenditures in Canada in 2006. It suggests a detailed methodological framework to come up with such an estimate. Total health expenditures without taking into account tax expenditures were separately estimated for households and corporations, which is the main contribution of the document. Even though tax expenditures are not included in the estimate, they are discussed in terms of scope, potential data sources, methodology and challenges. In spite of the difficulty to come up with a reasonable estimate of these tax expenditures, they will continue to be part of the discussion in the financing of the Canadian health care system.
