Abstract

The federal government has increasingly come to predominat in environmental protection.The underlying policies behind that shift are still being debated in the context of groundwater protection. Many of the reasons that led to national statutory schemes for air, surface water, toxics and other environmental media are applicable to groundwater and a greater federal role in the protection of groundwater is appropriate.
