Abstract
The Agenda 21 for Culture is defined as the first international document that advocates establishing the groundwork of an undertaking by cities and local governments for cultural development. This document aims to respond to the challenges of cultural development that the world faces in this century. Includes a commitment to reach agreements that promote cultural diversity, the openness of the culture and the importance of creativity and cultural participation. The importance of the document lies both in its content and its international character.
