Abstract

This article considers the practical operation of the Children Act 1989 complaints procedure in a number of ways. Recent inquiries and Government reports are considered, as well as changes stemming from new and proposed legislation. Analysis of case-law arising from the procedure and the interface with judicial review is undertaken. The author also relies on her own practical experience when explaining and evaluating the procedure.
