Abstract

McCubbins, Noll and Weingast (McNollgast) argue that the history of the Clean Air Act's Prevention of Significant Deterioration program helps prove their theses about the relationship between administrative agencies and Congress in this piece, I question their reading of the history of the program, and suggest an alternative way of analyzing the relationship.
