Abstract
In 1990, Congress passed the employee trip reduction, which mandated that employers reduce the use of single-occupancy vehicles by their employees. In this piece, I show how the details of the scheme, and its implementation by EPA, helped lead it to fail. Thus the piece constitutes more evidence that Congress ought to avoid micro-managing administrative agencies
