Abstract

The United States has long suffered from a schizophrenia about energy policy. The importance of one of the factors in energy policy, the environment, has never been formally defined. Climate change adds another distinct layer to this complexity, as neither energy policies nor environmental policies were formulated with climate change in mind, and in fact, may be based on conflicting asumptions. This article explores how current environmental and energy policy may be at odds with climate change concerns, and then explains how we might discover policy guides and implement those.
