Abstract
The Comprehensive Nuclear Test Ban Treaty (CTBT) deals with nuclear arms control, and has the purpose of promoting legal certainty in arms control law. With the 1997 CTBT negotiations and the 2009 global movement efforts have reached a new high as developed and developing countries push for a nuclear free world. In the long history of nuclear disarmament negotiations between India and the U.S., the 1997 CTBT negotiations stand out as the most prominent, having failed to stop India’s attempt at becoming a nuclear power. This paper examines the impact cultural influence had on the CTBT negotiations.
