Abstract
Mentally ill prisoners are an increasing segment of the prison population. This essay discusses how the movement to release the civilly-committed mentally ill resulted in the increased number of mentally-ill prisoners. The essay extracts lessons from past reform efforts and argues how those lessons should inform today’s reform efforts.
