Abstract

The paper presents an introduction to the complex issue of human rights protection on-line. It presents the progress made so far by various international and civil society (par. 1-2) organisations. It present a proposition for a human rights catalogue to be applicable to on-line activities (par. 3) and advocates for a strong governmental involvement in this area of practice as the only solution of the growing problem (par. 4). Is disputes the suitability of social activities as the sole mean of granting human rights protection on-line. It proposes a Human Rights On-Line Framework Convention to be elaborated by authorised representatives of national governments, supported by civil society members and legal and technical professionals. It emphasises the need of national authorities’ support of any action aimed at protecting human rights on-line as the necessary condition for its effectiveness.
