Abstract

In this work I studied the representations and opinions of citizens on the Romanian judicial system, including the police and the police using the laddering method (Thomas J. Reynolds, Jonathan Gutman). This method involves conduct in-depth interviews to explore mental maps that synthesize the image of the police and the police. The research results showed that the Romanian Police is in a lower position of authority and image due to more or less corruption, quality of staff, the legal framework, funding and budget. Also, bureaucracy, lack of transparency of activities, the lack of institutional communication, causes a loss of confidence in the institution. The feeling of insecurity and lack of confidence in the police can get people to try to avoid state institutions in solving problems and seek informal ways, and perhaps illegal (bribery, or traffic influence). The judicial system as a whole suffers from a lack of funding, lack of logistics, legislative instability and lack of firmness and promptness in law enforcement. While citizens need a fast recovery damage incurred as a result of offenses, the justice system responds with the identification and arrest of offenders and less on the recovery of damages. The lack of authority of the police, prosecutors and judges is partly due to the perceived lack of power and the inefficiency and criminal law. Bureaucracy, lack of transparency of activities, lack of communication, lack of specialization and the low cultural level of police may cause loss of self-confidence. Research has also shown that military personnel of the Ministry of Interior, the police have more authority and a better public image due - al military uniform, a better physical condition and direct interventions to impose public order.
