Abstract

The aim of this paper is to stimulate reflection on the cross-cutting nature of career counseling and career management concepts and to encourage initiative and analysis in order for the policy makers and practitioners to mobilize all available resources with a view to enhancing lifelong career guidance policies and services at national and local levels. In this respect, the paper addresses the following issues: the EU policy context; the role of lifelong guidance strategies with a special reference to the EU 2020 priorities, including how this integrative approach can function in practice at national and local levels.

The paper is also aimed to present a framework for thinking and reflection about the knowledge and skills young people and adults need to manage their careers effectively, from making decisions about school to taking that first job and beyond. Starting to 1989 and up to date, the concept was periodically reinforced, based on the new field’s developments. This paper is an attempt to figure out a holistic picture of the educational context, in terms of policies and strategies, and the career management skills’ general structure, as well.
