Abstract

This code of ethics for intelligence analysts is derived directly from Intelligence Community Directive Number 200, “Management, Integration, and Oversight of Intelligence Community Analysis” (ICD 200), issued by the Director of National Intelligence January 8, 2007.

This Code is divided into five parts. The first part identifies assumptions. The second part is concerned with the broad values identified in ICD 200. The third part contains norms applicable to all persons subject to the Code. The fourth contains norms for persons in analysis who are in a managerial role, regardless of level. The fifth part contains norms for analysts. A person may be both a manager and an analyst.

Keywords: ethics of intelligence, intelligence analysis, intelligence community, national security
