Abstract
This is the second in a series of articles on the history of gaming in Macau. This article discusses the political and economic circumstances in which the decisions to legalize gaming took place in 1847 and 1849 by Governor Ferreira do Amaral (g. 1846-49) and how it was an immediate success.
