Abstract
German political elites’ public rhetoric concealed a paradigm shift on citizenship policy that took place during the 1980s. This shift, from an exclusive, ethno-cultural understanding of citizenship towards a more universalist, multicultural perspective, was overlooked by the scholarly literature. The Article takes as its starting point a slight liberalization of German citizenship law in 1990 and predicts further reforms. Indeed, within the next decade, landmark changes were enacted that introduced birthright citizenship and allowed dual citizenship.
