Abstract
This essay explores for legal researchers some of the complexity and variety of the federal administrative system. It also discusses the increasingly important role of "guidance documents" — agency pronouncements that have not gone through the rule-making process but state positions on the law and enforcement (and therefore have practical effect even if not legal effect).
