Abstract

The chapter is a commentary on the doctrinal analysis and state practice on Article 1D of the 1951 Convention, the provisions of which have been subject to some discussion due to the protection gaps that resulted from the exclusion of Palestine refugees from the protection of the 1951 Convention and UNHCR's mandate. The protection granted to them by UNRWA and the practice of applying the 1951 Convention to such individuals by states is examined.

Keywords: exclusion clause, refugee law, Palestine refugees, UNRWA
