Abstract

Le texte présent analyse l’évolution historique des rapports entre l’Etat malien et les milieux religieux islamiques suivant la longue durée. Une telle perspective nous a permis d’analyser les enjeux de la crise politico-militaire dont le Mali est confronté depuis janvier 2012. La crise a consacré l’intrusion du religieux islamique sur la scène politique nationale, tant dans les régions occupées que du reste du pays « libre ». Ce regain du religieux islamique lui a consacré l’érection d’un ministère des affaires religieuses et du culte en août 2012. In fine, l’article tente d’esquisser les configurations possibles des relations entre l’Etat et ces milieux religieux dans un cadre républicain démocratique et stable. Ainsi, s’inscrivant dans une approche historique, il revisite la construction de l’Etat-nation au Mali tout en analysant diverses formes de captages de l’Etat par les organisations de la société civile et des milieux religieux, vice-versa.

This article analyses the historical development of the relations between the Malian State and Islamic religious groups. Such a perspective has enabled us to analyze the issues related to the politico-military crisis that Mali has been confronted with since January 2012.This crisis has paved the way for the intrusion of religious Muslims into the national political arena. That is to say that their presence is not only seen in the occupied regions but also in the rest of the country which is "free". This breakthrough of religious Muslims resulted in the creation of a Ministry of Religious Affairs and the Cult in August 2012.In fine, this article also tries to depict the scheme of the possible relations between the Malian government and the religious Muslims’ communities through a republican, democratic and stable framework. Coalesced in a historical approach, this article ultimately revisits the construction of the nation-state in Mali by analyzing diverse forms of state attraction by civil society’s organizations and religious Muslims’ communities and vice-versa.
