Abstract
This short policy note contains an outline of certain key constitutional and trade conflict implications of cross-border debarment systems such as the World Bank Sanctions System. The issues raised herein could perhaps be examined and addressed in the ongoing reassessment process, while this policy note may also provide some useful inputs for designing automatic/ mandatory cross-border debarment systems in general.
