Abstract
Along with the development of the organization, the organization's control can no longer rely on a structural approach that is run through a top-down approach, but must be conducted through non-structural and bottom-up approach. Whistleblowing system is present to address this challenge, considering that this system puts the vertices of organizational control on all members of the organization. In particular, this study tries to find whistleblowing system model that can be used as a guide in the implementation of the system in companies in Indonesia. This research was done by using surveys and interviews in state-owned enterprises (SOEs), two government agencies, and two multinational companies in Indonesia, which has a whistleblowing system.
