동부아프리카 2개국(에티오피아, 케냐)의 사회경제개발 역량개발을 위한 협력방안 연구 (The Social and Economic Development Capacity Building in Ethiopia and Kenya: Strategies for Korean International Development and Cooperation)

Abstract

아프리카의 동북부지역은 아프리카의 뿔 (The Horn of Africa) 이라 불리워지며, 세계에서 가장 열악한 사회경제개발 수준을 가진 국가들이 위치하고 있다. 주변국가들의 정치적인 불안정과, 부진한 경제성장은 이 지역의 생활환경이 세계에서 가장 취약한 곳으로 평가 받고 있으며, 지난 2011년 초부터, 에티오피아 남부, 케냐 남부 및 소말리아 남부지역에 거주하는 약 1,200만 명의 인구가 식량부족을 호소하며 국제사회의 식량지원을 요청하기도 하였다.

지정학적으로 에티오피아와 케냐가 아프리카의 뿔의 주요국들로, 에티오피아에는 AU(African Union) 본부 및 아프리카 관련 국제기구의 본부가 위치하고, 케냐에는 유엔환경계획 (United Nations Environmental Program, UNEP) 등 주요 국제기구가 위치하고 있다. 이들 국가의 사회경제개발은 쉽게 세계에 알려지게 될 수 있으며, 주변국의 정치 및 경제적 안정에도 기여할 수 있을 것으로 판단된다.

아프리카 뿔의 지역에서, 에티오피아와 케냐는 넓은 국토면적(남한면적의 5배-10배)과 농사에 적합한 기후를 가지고 있으나, 경제기반이 취약하고 농업기술과 사회개발수준이 빈약하여 식량부족 현상이 빈번하게 발생하고 있다. 동부 아프리카 2개국의 토지 자원에 대한 활용은 아직 낮은 수준에 머무르고 있으며, 국민의 60% 이상이 농업에 종사하고 있으나, 농업 부문이 전체 국민 총생산에 기여하는 비율은 불과 30%에도 이르지 못할 정도로 낮은 생산성을 나타내고 있다. 이 지역은 세계에서 절대빈곤층이 가장 많이 분포된 지역이며, 수많은 국제기구, 원조단체 등이 지난 수십년간 다양한 지원을 해오고 있음에도 불구하고, 유엔의 MDGs 목표 달성이 어려울 것으로 예상되는 지역이다. 낮은 소득 수준과 정치적인 불안정, 정부의 관리능력에 부족 등의 원인으로 원조의 효과성이 다른 저개발국가에 비해 떨어지는 것으로 나타났다.

에티오피아와 케냐 2개국은 사회개발 측면에서도 많은 장애요인을 안고 있는 것으로 분석되고 있다. 낮은 모자보건 수준으로 유아사망률이 세계에서 가장 높으며, 영양결핍과 미숙아 출산이 빈번하다. 부실한 식수공급으로 질병 발생률이 높으며, 높은 HIV/AIDS 감염률을 보이고 있고, 제도교육에 대한 열악한 재정투입을 반영하여 높은 문맹률을 가지고 있고, 이를 해결하기 위한 학교 교육의 활성화가 필요한 실정이다. 높은 인구증가율이 수십년간 지속되었음에도 불구하고, 대부분 경제는 농업에 크게 의존하고 있어 일자리 창출에 기여하지 못하고 있다. 이는 전반적으로 높은 실업률의 원인이 되고 있으며, 특히 높은 청년실업률은 다양한 사회문제를 야기하고 있는 실정이다. 한편, 제조업과 서비스업 분야의 성장이 낮아서 늘어나는 노동력 흡수에 어려움이 있으며, 높은 인구성장률로 실업률은 계속해서 증가하고 있다.

이러한 경제 및 사회개발의 제약에도 불구하고, 이들 2개국은 기본적으로 넓은 국토면적, 풍부한 강수량 등 농업개발을 위한 가능성은 충분히 있는 것으로 판단된다. 또한, 제도교육의 강화를 통한 인적자원개발은 특히 노동집약적 산업의 육성은 사회경제개발의 중요한 단계가 되며 경제성장 잠재력을 극대화 하는 방향으로 역할을 할 수 있을 것으로 기대된다.

본 연구는 동부 아프리카 주요국인 에티오피아와 케냐의 사회경제개발 현황조사, 사회경제개발계획에 대한 분석, 사회경제개발에 대한 수요 분석, 개발수요에 대한 사회경제개발 역량 과 사회경제 개발계획 분석함으로써, 2개 국가에 대한 우리나라의 국제개발협력방안을 제시하였다.

This study is to investigate what are the issues for socio-economic development in Ethiopia and Kenya and propose how Korea can improve her ODA in these two countries. Ethiopia and Kenya are the major economic powers in the Horn of Africa. There are few countries having international political problems and slow economic growth in the region. During the last 20 years, Somalia, as neighboring both countries is having unstable government and creating problems in neighboring countries.

Ethiopia has a long history and suffered from 17 years of socialism in the 1970s and 1980s. After a new government in 1991, the country has been trying to promote economics and it seems that the market driven economy from then, made possible to achieve one of the highest economic growth since 2000. However, there are many issues that could be modified to achieve sustainable growth. Kenya was a British colony until 1960 and had a reasonable economic infrastructure. However, the economy was not performed well during the last five decades as the country had political instability. They have been trying to promote her economy with the tourism industry as a leading sector and encourage foreign direct investment. Nevertheless, their economic record has not been successful. This study suggest the ways in which Korean ODA could enhance socio-economic capacity of the two countries. By promoting these two countries, regional problems like Somalia, could be more stabilized.
