Russian Abstract: Рассматривая институциональные особенности этнополитической ситуации на Кавказе, автор подчеркивает, что развитие этнополитических конфликтов усугублялось недостаточным развитием институтов толерантности, диалога и компромисса, неэффективностью региональной бюрократии и непоследовательностью советской национальной политики.

English Abstract: Analyzing the institutional features of the ethnopolitical situation in the Caucasus, the author concludes that the development of ethnopolitical conflicts was due to under-developing social institutions of tolerance, dialogue and compromise, the ineffectiveness of regional bureaucracy and inconsistency of Soviet national politics.
