Demographic Prospect for 2030 in Poland: The Stakes of the EU Enlargement (Perspectives démographiques pour 2030 en Pologne: les enjeux de l’élargissement)

Abstract

English Abstract: The downfall of the Socialist regime resulted in an inevitably long and difficult transition imperative. In Poland, the transition process is accompanied by a high unemployment rate, but also by demographic side effects. Poland is coming now to a turning point of its demographic evolution, with a very low fertility rate. Natural growth has become negative since 2002 and the population dwindles with a persistent flow of emigration. Yet, Poland has very large workforce reserves until the years 2020. Therefore, 15 years are granted to Poland to become rich before growing old. The stakes of the European integration are high.

French Abstract: La désintégration du régimes socialiste a débouché sur un impératif de transition inévitablement long et difficile. En Pologne, la transition s’accompagne en conséquence d’un chômage élevé, mais aussi d’effets démographiques, comme la baisse de la fécondité. Le chômage, qui touche en particulier les jeunes adultes, encourage l’émigration vers l’Allemagne, où la pénurie de main-d’œuvre est déjà très sensible. Le maximum de population de la Pologne a été franchi en 1999 avec 38,667 millions d’habitants. Depuis, la population de ce pays diminue, comme dans les huit autres pays du cinquième élargissement issus de l’ancien Bloc de l’Est. Pourtant, la Pologne dispose de très importantes réserves d’activité jusqu’à l’horizon 2020. Le pays a donc 15 ans pour s’enrichir avant de devenir vieux. Les enjeux de l’intégration européenne sont importants.
