Abstract
This chapter explores the multilateral system of the International Treaty on Plant Genetic Resources for Food and Agriculture with a view to uncover vital lessons for managing access and benefit sharing challenges of the bilateral approach as well as lessons for improving ABS practices for common pools’ resources and knowledge. In analysing the organisational structure of the multilateral system – and focusing on the criteria of effectiveness, justice and facilitation of public research and development, its legal framework regulating access, use and transfer of plant genetic resources for food and agriculture as well as sharing of benefits from their utilisation – the chapter exposes some of the setbacks hindering its further development.
