Abstract

Spanish Abstract: Las ventas recientes de armas rusas a América Latina alertan a gobiernos y analistas sobre el riesgo de una nueva expansión militar coordinada desde Moscú. Este diagnóstico es infundado, porque la atención estratégica de la Federación Rusa se limita a su área periférica. En cambio, el propósito de ampliar las relaciones con la región latinoamericana es deseable, ante todo para establecer una alianza económica que aproveche el recurso humano y tecnológico y evite el riesgo compartido de cambiar los planes industriales por la mutua especialización en la actividad agrícola y extractiva, según los requerimientos de la nueva división internacional del trabajo.

English Abstract: Recent sales of Russian weapons to Latin America alert governments and analysts about the risk of new military expansion coordinated from Moscow. This diagnosis is unfounded, because the strategic attention of the Russian Federation is limited to its peripheral area. Contrary to this apprehension, extending relations with the Latin American countries is a desirable goal. The main purpose should be to establish an economic alliance that takes advantage of human and technological resources. By the same token, to avoid the shared risk of changing industrial plans for mutual specialization in extractive and agricultural activity, according to the requirements of the new international division of labor.
