Desmonopolización De Los Servicios Públicos (Demonopolization of Public Services)

Abstract

Spanish Abstract: El autor motiva en la insatisfacción de la población en materia de prestación de servicios públicos el dictado del Decreto 1842/87 de Desmonopolización de Servicios Públicos. La técnica utilizada por este Decreto consistió en derogar, genéricamente, toda norma que se oponga al principio general de “libre concurrencia” y deja sin efecto toda norma cuyo efecto sea la exclusión del sector privado de la prestación de servicios públicos.

English Abstract: The author explains that the reason behind the signing of Argentine Decree 1842/87 of De-monopolization of Public Services was the citizen’s lack of satisfaction with the availability of public services. The technique used by that Decree was to abrogate, generically, all rules that were opposed to the general principle of "free competition" and all norms which effect be the exclusion of the private sector from rendering public services to the population.
