Does the World Anti-Doping Code Revision Live up to its Promises?

Abstract
The World Anti-Doping Agency ("WADA") has adopted its second revision of the World Anti-Doping Code ("the Code" or "the WADA Code"). Broadly speaking, the goals of this Code revision can be summarized in three words: the 2015 WADA Code is to be fairer, smarter, and clearer.
In the present article, the authors discuss the main changes incorporated into the Code during the revision process and provide a preliminary assessment of the extent to which the goals of the revision have been realized. This article chronicles the evolution of the Code throughout the revision process, starting from the 2009 WADA Code through to the final version 4.0 of the 2015 WADA Code (which will enter into force on January 1, 2015). It also summarizes the reactions, objections, and proposals by the various stakeholders who intervened in the consultation process. Finally, the authors cast a critical eye over certain revised provisions, in particular with respect to possible implications in practice.
