Abstract

This paper will explore the evolution of the bill which was originally called the “Civil Rights Amendments of 1974" into the “Employment Non-Discrimination Act of 1997." The principle focus will be on how the current version of this law can be characterized as a reaction to the controversies and developments in the broader field of personnel management and the way it is a reflection of American society’s “hopes and fears” about providing equal employment opportunity to not only lesbian and gay citizens, but to any protected class.
