Abstract
This paper examines the extent to which the EU's external action is to be based on the EU's constitutional values. It does so in the particular context of the values underpinning the single market and services of general interest. Drawing on Normative Power Europe literature, the paper examines the normative thickness of those constitutional values, and offers some case studies exemplifying that thickness.
