Abstract

Spanish Abstract: La idea central de este artículo es que, desde la década de los años treinta, ha habido un intento continuo por parte tanto del Congreso como del Ejecutivo por ganar control sobre la burocracia, a expensas de la otra rama de gobierno. El resultado ha sido que el Congreso y el Ejecutivo cuentan con sofisticados instrumentos al respecto, que a veces se contrarrestan entre sí pero que implican un control exhaustivo de ambos poderes sobre la burocracia federal.

English Abstract: From the thirties, there has been a continuing attempt by the Congress and the Executive to gain control over the bureaucracy at the expense of the other branch of government. The result has been that both Congress and the Executive have sophisticated instruments thereof, involving an exhaustive control of both branches over the federal bureaucracy.
